In review of the South Carolina Planning and
Construction Guide - Division 3; Design Criteria; Section 303.7.2.2
Specific Requirements It is our opinion that the ISIMET Utility
Controller complies fully with standards established for master
cutoff, and that the reference to "without the use of keys" is
intended to apply to the shutoff rather than turn ON capabilities of
such a master cutoff.

Paragraph 16. "Master water, electrical and gas
cutoff shall be located in the instructor's demonstration desk or
close proximity. These shall be readily accessible to the instructor
without the use of keys, special tools, etc."
